As much as I love the idea of a nation filled with magic and sex (and dont worry that will never change) Every nation needs a government, army, and overall to get their shit together. Risuners are doing a basic animal instinct by 1124 and especially by 1130 which is showing power. Not gonna go full out crazy army like the hoomans or anything, just enough where pirates/slavers will look at us and say "ok nah they got too much people with guns"
