What makes the S&V characters stand out is that they're much more involved in the overall journey (specifically the rivals having their own respective questlines. The Elite Four members even chime in before you actually get to fight them) while most of the characterizations of the Gym Leaders in S&S only happen during their respective introductions & rematches. (Meanwhile, Grusha even makes a small mention that the only reason he's doing his job as a Gym Leader is because Geeta is holding his license as a professional snowboarder, giving some kind of depth that the Champion business is more bureaucratic than a charity. Larry is practically a walking example of that.) Worse, you don't even get to meet half of them when they're split between versions.
That being said, the two things S&S has an advantage over S&V are the art-style and the clothing customization. The latter looks ugly as sin, and I'm not even talking about the character designs when that is a subjective matter to begin with.
I'd also argue that Scarlet / Violet only starts getting good when you do the DLC because it contextualizes the base game and
