Fauna and Bae are good hires but not good enough to carry their generation on their own. I didn't feel any ambition with Council, I felt more excitement for Lazulight's debuts than for Council.
Compare that with EN 3 where every girl has a unique separate personality, they all bring something new to the table and have ambitions related to Hololive (Except Shiori, but she's unique in her own way).
