He probably sees this and is content with how things are run for the most part since he never intended to end up here at one point on top of probably lacking real management skill himself so he lets those hired to be management to 'manage'. Plus i imagine theres at least a board somewhere in Cover that collectively has more power than him and are also content with the companies direction and he wouldn't cross them I would guess.
