Taiwan and Hong Kong could. I can't speak for Hong Kong, however Taiwans scene is fairly small and insular compared to, say, the Indonesian one. It shows promise, but I'll give it a good year before it gets any recognition outside of the Chinese speaking world.
That and Taiwanese vtubers tend to be a harder sell than JP or ID onces since a lot of them have an incredibly "punky" (for a lack of better words) approach to vtubing than others. Pic related is an abrasive gremlin that makes the likes of Nyanners look tame, and they have a (fairly popular) pedobear vtuber to put things in perspective.
