When it's your first commission with then you never go "x and y(major things) are up to you", you have to be specific, only minor details can be left to their discretion to adjust e.g. You give them references for an outfit and go "alright I want this. If you want to you can change some details, but this is the template."
Only when you better know the artist and vice versa can you go "alright, here's the girl, here's the theme, cook." because by then they'll have a better image of what YOU would like due to past commissions.
Example, I got a guy that did a Rana piece for me in the past, and we went back and forth for a decent while to hammer down all the details for it. My latest piece from him was just "Yoki. Cute." and he delivered perfectly because he had an idea of what I wanted (not this exact pic, this one he threw at me without any prompts)
