I've watched her for two fucking years now, she does the slow talking thing in larger group settings because it's easier to wrangle people that way and less of it gets caught up in the confusion, it's something that becomes a habit when you're a brat wrangler
As for her in 1-on-1's, when she talks like that it's usually her gushing about something or how cute they are, or when talking in English to one of the JPs because they actually need you to speak slowly and enunciate otherwise it's harder for them to catch it since they aren't used to English conversation speed in practice
As for how she acts with Tempus, she can just be a wee bit more crass because it's dudes and there isn't the fear of seeming rude or having to play nice to prevent the audience from going "OH MY GOD THEY HATE EACH OTHER" or "HOW COULD X DO SUCH A THING TO Y?" which we've seen them do repeatedly because the audience has the emotional maturity of fifteen year olds
