They aren’t very religiously moved themselves, but must be so when the Grand Overseer comes in with some fanatic beliefs. In other words, the council is a normal government but they can be controlled by the religious head of the nation.
The Grand Overseer would likely be their sponsor and force the council to support them every now and then. This does mean there’s some strained opinions of the Grand Overseer on the council too. Does that make sense?
