If a donut shop doesn't have someone on call for Tuesday morning, they lose out on revenue for that day but vtubers can always sell streams so they can't really lose a day or go in the red unless they fuckup something serious. That's why small as fuck vtuber companies can get by even when their top talents only get 400 CCV. The operating costs are just super low.
