I just don't see them reaching their goal. not only will they face heavy overlap, but JPs aren't gonna sub if they feel it's a one-off thing. Either they have to commit to streaming in JP which would piss off the EN Ruffians or once golden week is over they won't have many subs to show for it. Even if JPs did start subbing, 63k a month is insane growth and would be up their with suisei/gura/kobo in terms of speed.
