If I had to take a guess, its that the big corpos want the chuubas they hire to have the widest appeal possible, which is the type of thinking that leads to bias against minorities. A VTuber agency probably wouldn't want to hire someone who sounded "too black" for fear that their mostly white audience wouldn't be able to relate to them, unless they could go full "Sorry To Bother You" and code-switch whenever they were streaming.
There are indies like picrel, but rigging a high-quality model is super expensive obv and v-tubing still a fairly niche subculture that even the most diehard black weebs don't usually fw, which limits reach.
I think there IS a decent audience for a black chuuba out there if someone decided to take the risk tho
