You could use it to your advantage by timing fights to have laws that could hamper your enemes like damage to humans being illegal, or add or removes laws later on with cards. But bosses were immune and it wasn't usually worth the time and effort.
FFTA2 did it much better, where the laws were optional things you could obey for bonuses during the fight or at the end.
