I think I finally figured out the issue, so I'll share my fix here for anyone else on Windows.
Do not use the default Photos app in Windows 10/11 at all, it is majorly broken. It may seem fine, but it will cause explorer to bug out after opening enough files with it.
Edit the registry to reenable the superior Windows 7 photo viewer and just view gifs in a browser.
