You could buy it in specialty stores (that get brought down in raids, but long after the clientele got their fill), it's referenced in mainstream Japanese music and shown in videos "as a prop". It's not the same level of taboo even 10 years ago. I'm not saying it's close to being legalized, only medical marijuana is, and only if it's grown in a regulated fashion, but it's been growing in use just like elsewhere around the world. Speed still dominates Japan though. Alcohol obviously moreso.
A lot of big actors alluded to here got caught with white or possibly heroin, which you can't fuck around with in many countries much less the rest of Asia.
Seeing as Gamma wasn't arrested otherwise he'd be on the news, it's not criminal but something in very bad taste. Cover and his coworkers wouldn't defend a criminal.
