It's just a streaming platform with moderation, where you can disable raids and other features. If your oshi doesn't want to interact with random streamers it's entirely in their power to do so. Do you think the austin streamers, made of people who never leave their houses and just do cooking streams in their kitchen, and are generally completely disinterested in anything that happens outside their own little group of streamers, is going to DDOS your oshi for having the gall to be a vtuber on the same platform they stream on?
