You always want to be loud enough that none of the game / background sounds will make it hard to understand what you are saying, but some people enjoy the the stuff in the background too. Keep in mind that viewers usually don't ask you "could you repeat that i didn't understand that", so if it's hard to hear you it's gonna be awkward and they might just not answer / chat at all.
