There's an argument to be made that they weren't really "vtuber content" before Advent, but I'm not going to get into that now. The earlier girls have made enough of an effort to interact with their senpai and become genuine idols that they're counted as well now. NijiEN, indies, small corpos, Vshojo etc are not and never will be "vtuber content" because they make no attempt to integrate with the established culture and behaviors of actual vtubers.
They simply broaden the definition of "vtuber" to the point where 10, 15 years from now, there will be no identifiable vtuber community or culture left, because people thought it was fine to include them and their fans in the "vtuber community"
