I prefer Twitch. I've been using it since JustinTV, years before YouTube even toyed with the idea of hosting livestreams.
And it's just no contest.
Twitch is built for livestreaming. Its interface is superior for finding and watching livestreams.
The chat is significantly, significantly better. I've heard it plenty of times from streamers and chatters that the chat experience of YouTube alone is enough to keep them away.
The fact that I need a third-party extension to make YouTube streams look like this is fucking pathetic.
Twitch's community... exists at all, unlike YouTube.
There's a reason why almost all streamers are on Twitch, and why YouTube can only get big players by buying them out.

I don't know about previous partner requirements, but there is currently no barrier for the amount of time you've been streaming.
Partner exclusivity ended a long time ago.
Schedules were added as a site feature a while back.
