Doing multiple Audio transcodes without a need to is not achieving anything but will cause the audio to degrade while also producing a larger file. Mp3 got the extra difficulty of being made for a different time with different constraints in mind. It's got it's place - but that place just happens to be 20years in the past.
Hard to tell from glance but the video might just need a second pass and a slightly higher bitrate. The scene as a whole is not busy but that just means that her moving around will cause large spikes terms of how much data is required to reflect that movement without crunch or mushing happening.
