You need to charge them anyway by holding back , and most of the time if you are doing that you might as well just do the full thing, which is what I have to do with the flying stop since the button actually determines the range and you mostly want the heavy one for the combo link.
This is why charge characters are called protomoderns and why usually no one plays charge characters in modern.
Bison however gets a good advantage from spamming scissor kicks without imputs, you can whiff punish with it , and the level 2 super is very good for SUPRISE MOTHERFUCKER so that makes it worth it , but thats all you get.
