1. Send a comment that's on topic, witty but also has a twist on the topic. Chat is usually pretty homogeneous, make sure to stick out. Be just a little bit contrarian.
2. Give the streamer something to bounce off, contribute a tangent or next topic, but make sure you connect the current topic to it.
3. Don't type fast. The first wave of comments after a new topic is just reactions, and some of them will get read because the streamer needs to give the chat voice, good ones will at the least. Wait until the topic is like 4/5th of the way there, then do (1) or (2): it works because good interactive streamers won't dwell on a single topic for too long and are always on the lookout for new topics. Timing this can be challenging though.
4. Don't type a lot, both in message size and frequency. If you spam chat, people are gonna mentally blank you. You wanna get labeled as that poster who doesn't chat frequently but when he does, it's a hit. Also don't be compelled to react to every topic. If you don't feel like you can say anything interesting cool on a topic, just skip it.
