Modern ice cream have a lot of stabilisers added in and modern ice cream machines, although still follows the same principle of how ice cream is made, is able to create far more uniform ice crystals, which probably helps it not melt as fast. The primary method of making ice cream is just putting the ingredients into a sorbetière and making the crystals manually. Hand cranked freezers wouldn't come till the mid 19th cen. Do note that I haven't actually tried putting traditionally made custard ice cream between biscuits and see how fast they melt. Altough premade ice cream sandwiches might nor be possible, fresh ice cream waffles made on the spot still sounds really good.
