the old rules was, don't make a thread before the other one's gone, meaning: off the catalog. The page 10 rule is there so you can still coordinate and make sure only one anon makes a new thread.
The only reason to make a new thread with another one still up is when the old one reached the image limit. In that case, make a new thread and don't necrobump the old one.
