That would make sense considering his view of the city's prosperity, since Aggaya is supposed to be the city where a lot of the medium-high tier rich people hang out at, and the city is functionally the "gate" through the eastern nasfaqgian strait. Interested to hear more!

It looks fine to me on the surface. 25 000 men in the army is a bit of a ??? but then again, I do not know much about realistic army sizes for the time period so me questioning it may be unjustified. Same applies to the number of ships.
