I also was hesitant about having repeats on the locations since it's based on those ww2 cards showing individual factions, so stacking multiple people with the same region was rough. Bae's existence already destroyed the Australian Kiara joke lmao. Part of why I slightly prefer 1942 is it's close to the source material.
On the other hand, repeats be damned it'd be fun to have a full EN unity post to use. Could always do with some more unity, especially these days. I suppose Fuwawa and Mococo would need to have their own individual cards eh?
