Why not rank Ina? Because it doesn't fit the theme (party dresses), and that is it's only crime. The outfit is actually pretty fucking cool and flashy. It's truly different and has this extravagant fantasy vibe, which I strongly approve of in vtubers.
On an extra note, Kiara's bottom half of the outfit is significantly better than the rest of it. It is so good that it wouldn't even be a contest had the rest of the design kept that theme and fantasy level.
