She's very cute, shy, soft, a bit silly, very proper and wholesome but has a slightly deep voice.
She liked leaning into kayfabe but she actually took it kinda seriously, which ended being a detriment if it wasn't something she really wanted to keep going. So I don't think a profession or status kayfabe character would be good like ojou or princess or anything like that. Perhaps something more simple that she can shape naturally into something like simply a cute dog girl or something like that.
I do think she needs at least some theme or gimmick because she likes using them. She likes underwater sea creatures so that could work, but they aren't very cute or soft, they are scaly and cold which complicates things, maybe it could be a creature called the sea angel? It's kinda cute, a clear white transparent color with some shiny bits inside, has sort of jelly wings and antennas and it's made of soft jelly, kinda cute. Given its name it ties with angels which does fit her personality well, I think I'd go with that.
She's not too sexual so I wouldn't give her a high sex appeal rating, at least not on a superficial level.
Her comfy vibes kinda make her feel soft, so I'd go for a design that evokes those feelings, lots of rounded soft shapes, not much angles or pointy features. Overall I'd go for pastel colors with maybe just a few more intense colors for contrast.
I think a cute dress or a sweater would suit her well. I wouldn't make her too thin either. I'd give her a somewhat softer round face and features.
For resting face, or face shape, eyes, etc I'd give her a comfy and easy going gentle smile.
I'd also try to make the hair rather fluffy and cute.
