It's actually really important because of 2 things.
I mean you can skip it if you really want so long as you look up that one thing (or ask me and I'll tell you) but I think the villain is cool and also you're missing out on learning about how Usopp and Namie gets their new weapons/the dial stuff.
Also if it's the manga you're reading then all the more reason not to skip since there are a lot of bonus panels that tell a story involving the main villain of that arc.
