Pekora was uncomfortable being shipped with Miko. After a few years she's open to being shipteased with Moona but before that she was very closed off from the others and very much refused advances from people like Marine (who is emotionally intelligent enough to make it into a gag). It didn't help that NoeFure was at their peak at this point that even MariRushi was being forced as an afterthought, so you can imagine the pressure that Pekora had to go through as someone fresh to being the target of shipping, nevermind lesbian shipping.
There's also some other more realistic reason Pekora is fine being shipped with Moona but we won't be diving into that, I'm sure most people already know why.
