That's why a lot of people point out ot her being a goblin, shit is so normalized over goblins because as culture advances we construct over a message of hate into one that inspires others, not to take their ideology, but what they stand for.
As for the image of the evil dictator, it became a symbol of evil. Which yeah, it's the reason why Zen picked it, since the character is supposed to be a villain.
