Mumei is the closest holo, or at least EN, to the ideal/concept of moe. Not just 'she has moe' aspects but she is actually thouroughly moe in a classic sense; she truly feels like an anime character from some random early 2000s anime or VN, back during the moe boom, brought to life in the real world.
