Just chatting and react streams get the most views because doing those things with other people has innate appeal over doing it alone and almost everyone does it to some extent. Games don't work like that.
Don't tell me you've ever seen a vtuber play a game you don't like and gone "hm I'm not that interested in that stream". Now you might say "well I say that every just chatting stream!" which is fine but when you think of the least common denominator of things people are interested in, chatting fits the bill.
