The idol model works for JP because there is thousands of failed idols and VAs who would rather become anime girls than do JAV or blow old men on dirty bars. This doesn't work for EN since otaku culture is more niche in the West, and the only girls who are into it are autistic weirdos, most of which cannot sing. Also anyone who is a talented and successful is not gonna join a blacked company like Cover. Their business model is not scalable outside of the Japanese Otaku market.
