If 20% of a raid stick around for 5 minutes you're doing well, The tracking websites update their numbers every 10 or 15 minutes depending on the site so full raids are never really registered as peaks unless they happen to update at the very moment of a raid. The spike where it goes from 900 to 1200 is a raid as is the one later from 900 to 1100.
