Or rather, the consistency isn't in the actions, but in the targets. Like those 'thing/other thing' memes, but unironically. The targets are always the same, with everything else just being a matter of tactical contingency. Tactics used one year can contradict tactics used in the next, the tactics in one context can contradict tactics in next; whatever is expedient in that moment for serving a goal of destroying rivals and knocking over someone's apple cart to grab a few apples.
