Keep in mind that Irys, while not exactly the next coming of Whitney Houston, would be a virtually indistinguishable drop-in replacement for singers of anime OPs and EDs. In other words, she is good enough. In recordings, she can perform mythroid songs just fine, as those songs aren't exactly opera-level demanding, and there is always editing. That can prove useful if hololive branches into anime, and her experience in working with anisong composers may have been a factor in hiring.
There is the possibility that she was actually the best singer among the applicants in terms of skill, but somehow I doubt that. Another possibility often raised is that the suits were convinced by her popularity. Hololive doesn't always pick the most popular person (many holos were virtually unknown before their hiring), but maybe the high level of capital investment this time requires them to pick someone safe and popular instead of unproven. Probably only Yagoo would know, but he isn't likely to say anything in public except positive praise.
