There a couple /jp/ threads before /vt/ was created but they died with barely any replies. It really depends. Hoshiyomia at this point (35 VTE) could be still a quite small state that would expand and grow from a certain area within the contemporary principality.
And yeah that's sort of the idea behind the princely states during the Archaic era of the Republic
Might or might not thing of a more creative name for it.. Petty states along the border and coasts would adopt some of the culture and governance from the south which had a deeper and longer Imperial influence.
Regarding the proposal I have. It is of course not 100% accurate but basically, the idea is that Hoshiyomia, previously an imperial province was restricted THAT river
can't read it sorry. And then it expanded in multiple stages. But those areas that it expanded into are of course not just uninhabited but might also already be colonized by people hailing from Hoshiyomia, escaping the chaos from the world split.
I do have some ideas on the status of that peninsula but I'd like to hear your thoughts on the formation first
