According to the explanation the chart is made based on their Japan Hot 100 and Hot Albums charts, the latter of which sounds like it is already included in the Hot 100, so not too sure what's up with that. Hopefully it brings the good kind of attention and fun projects her way. Previously she was 63rd on the chart published on the seventh of this month and 82nd on the chart published on 21st of April, so three weeks total by now. Though given how half the list seems to have been there for 34 weeks which is for how long it has been composed, that's still a pretty weak showing, but on the other hand could be taken as her taking a peek at the big leagues.
3:12 is 86th on this week's Hot 100 chart as a by the way. Ghost was 100th on its release week and as far as I can tell Suisei hasn't made it back since. Given that Hot 100 tracks stuff like radio, number of tweets, as well as how often Grace Note's service is accessed when CD is inserted into a computer, it's actually quite impressive digital only releases make it at all, although 3:12 received heavy radio play I believe and Ghost got some too for making it to Oricon's weekly list and Top 10 on Billboard.
