Extract the MDF folder to its own directory.
Open then 'newcube' folder in a new window for ease of use.
Drag the 'cubecat.cue' file onto 'mednafen.exe' in the parent directory
Game should launch immediately after the Saturn splash screen.

From what I've seen it can be configured for for controller use.
