There was no way Cover would let Gura potentially lose them a ton of whales and brand deals though, so Ame had to (reluctantly) soft-retire instead of graduate. We know from Wawa that they knew Ame would leave long before Myth 1block, but it's likely Ame had been negotiating that deal for much longer. Probably not this far back, but killing off her goslings so that Cover could have been part of the plan.
The ultimate goal here is for it to show that a member can still attend events, concerts, do brand deals, and main channel collabs. This way Gura can finally drop the streaming aspect she's tired of and focus on the idol activities she wanted to do in the first place.
