Emotions are necessary for functioning properly and most people have things they're insecure about etc. Humor is a complex thing - it can be used to weaken concerns, but you can also use it to undermine somebody in an underhanded way, and depending on someone's past the bar for what they consider one or the other can be very different.
As for bothering, the word's definition is specifically about doing something somebody doesn't want you to do, so if somebody is fine with the teasing then it is not bothering anymore. This is all pretty basic shit tbdesu.
