Prices for a commission depends on a lot of factors, namely the skill level of the artist, the popularity of the artist and the artists location. As you said, if you live in a country like Russia where a good salary is 500 USD a month then yeah the artist is gonna be inclined to charge a lot less for their work, a lot of studios actually outsource their art from russia or indonesia because of this.
Meanwhile I have seen a very famous content creator open emergency commissions and charged 200 USD for just a rough sketch and that was filled almost instantly. Your circle sounds like you have all three requirements met though, as in you guys live in a high rent area, you're fairly well known and you have mad skills, if that's the case then of course you SHOULD charge hundreds of dollars for a full body.
I think my point still stands though, that is to say, it's really not hard to find a quality artist for around the 40-55 USD range per full body. Why they charge that amount is generally because I believe they're lesser known, like under 1000 followers on twitter, so the idea is to charge less initially and then when you have more requests and are popular you can eventually charge to the point where you can do it full time instead of just a side gig. Depending on how long it takes for the artist to complete, even the 50 USD range can be minimum wage
As for commercial and personal commissions, it depends, most artists I talk too really don't give a shit if you want to have the copyright to the drawings, since you're the one paying for it in the first place but I have seen others who will charge extra to do so. Unless it wasn't copyright you're talking about.
