Youtube verifies the viewers to make sure they are legitimate viewers. In theory this is to combat bots, but in practice it's more to only count people who can see ads.
So no adblock, no muting/minimizing the tab, no second monitors, etc.
Youtube even goes as far as to not count youtube premium users as viewers
