if i had to guess i would say probably towa or kanata were really strong and then calliope chan and ina chan are strong too and then the council debuted and sana and baelz and kronii kind of dwarfed them but then lap sama is on a whole other level and its not even possible to compare anyone elses power to hers when shes unlocked
it also makes me wonder if they will ever debut a hololive talent that is more powerful than the commander in chief because that would be kind of hard to believe with how limitless her power is actually
