You aren't forced to pay for it because there's a player store so you can buy it for in-game currency instead of cash. Prices can definitely vary, and each item is separate and not part of a bundle afaik (dunno much about NGS, only base PSO2) but I believe NGS has fixed limits so you won't find ludicrous prices. Games is F2P if you're curious about it, and it's available on Steam.
