Yes, it's displaying her emotions openly, but that's it. What she doesn't do is request you watch only her, insist you watch/listen to her all the time, have regular streams dedicated to listening to and talking to chat, have regular ASRM involving "taking care of you", etc etc.
Polka's has had a fairly rough time within the vtuber world, so she is very appreciative of the the fans that have stuck with her. That being said, she has never made any expectations of her fans, and for me, that's the line where things cross into GFE territory.
