If you found a small bumb on the skin aka scrotum then it depends. How does it look like? What symptoms do you have? Pain? Itchy? Does it burn? Is the lump kind of big? How does it look like? Does it look ugly? How bad does it look like? Etc. There's a decent chance it will go away, sometimes heat or humidity causes this.
Is the lump on your testes aka testicles? Well for starters over them there's a thing called epididymis which it's a little tube. That can be felt as a little bump when you touch the testes.
If you found the lump somewhere else on the testes then just go to the fucking doctor.
Now if you found a lump that is inside the scrotum but you are sure it's definitively not your testicles then go to the fucking doctor.
