Nietszche had a good abstract in Also Sprach Zarathustra which basically said kindness shown simply because one lacks the backbone to be cruel isn't kindness at all.
Basically, 'strength' is good judgement. Being needlessly cruel and needlessly kind are both weakness. Strength means showing cruelty to the cruel and kindness to the kind.
