Aruran has his foreign exchange morning streams where he asks his viewers to not only teach him foreign memes but also foreign material such as childhood toys and tv shows.
Temma has been dedicated to studying English for over a month in his daily morning streams, using not only Duolingo but also chat's teachings. At this point, he is already able of communicating with his chat in basic English and has attempted translating songs and fables into Japanese.
Both Astel and Izuru have a fair amount of english comprehension and occasionally pick out some english comments to respond to provided you aren't disregarding chat rules
Shien and Rikka's aren't as good as that of the boys above but they can at least try to communicate in basic english if there is a need to.
The only boys that don't really pander much to EOPs are Miyabi and Oga because they have the poorest grasp of the english language in the first place.
Also, pretty sure that they're justified in calling out the chat if they're talking to one another because it's a part of every single streamer's rules that it isn't allowed regardless of language being used. You just won't see the Holo girls or any big Niji streamer call this behavior out because their chat moves too fast for them to notice if anybody is responding to one another in comparison to streamers with a smaller amount of commenters (say, around 200-500 where the chat moves at only around 1-2 comments per second)
