Again no, most owners and managers of storefronts aren't women. The decisions are, for the most part, being made by men, who have an idea of what they want from women that shapes their decisions. And that idea is shaped by the culture in which they live. If they grew up in a world where men get to be Batman and women get to be sexy nurses, then yeah, that CEO is gonna say we should be manufacturing Batman for the men and sexy nurses for the women. The store managers will order Batman and sexy nurse. And the people purchasing, when confronted with a very obviously weird gender dynamic in such an arbitrary place, will think "well, it's been like this since I was a kid, it must be normal."
Of course women are free to choose to be a sexy nurse, or a sexy anime catgirl. I'm not claiming their choice is wrong or that they should be under any moral obligation to choose otherwise, or judged in any way. Just like they get to be a sexy nurse on Halloween without dickwad chudcels calling them whores for doing something society has otherwise encouraged and expected them to do. Just that we be aware their choices are shaped by the environment they come from, and that maybe we want to push that environment into one where men feel more comfortable being sexy anime catboys and women feel more comfortable being skeletons who roll their R's.
